The program provides substantial value through WRF’s independent review process, expert project management, and an extensive dissemination network. Projects can be self-conducted, executed through a chosen contractor, or awarded via WRF’s competitive Request for Proposals (RFP) process. The TC Program not only supports impactful research but also enhances credibility, technical support, and knowledge sharing within the water sector. For 2025, a total fund of $1,617,294 is available, with individual applicants eligible for a 1:1 match of up to $150,000 in WRF funds.

Who can Apply?

The Tailored Collaboration (TC) Program is specifically designed for subscribing utilities of the Water Research Foundation. These utilities must have an active subscription status with WRF to be eligible to submit proposals under the program. The grant supports collaboration between utilities and research institutions, consultants, or technical organizations that are capable of conducting applied research relevant to water management challenges. Applicants may take the lead on research projects themselves, partner with a preferred contractor, or use WRF’s competitive selection process to identify a research organization. Although the issues addressed may be local or regional in origin, the outcomes must be broadly relevant and useful to other WRF subscribers. The program seeks proposals that introduce innovative concepts or technologies, or that extend existing research findings to practical, real-world application. Ineligible applicants include non-subscribing entities or organizations not engaged in water-related research or service delivery. How to Apply?

The application process for the TC Program involves two steps: submission of a pre-proposal followed by a full proposal upon invitation. Interested applicants must prepare a concise pre-proposal that outlines the research concept, scope, and expected outcomes. Pre-proposals must be submitted by the specified deadline. Shortlisted applicants will be invited to develop and submit detailed full proposals for final evaluation.

Pre-proposals for the 2025 Tailored Collaboration Program must be submitted no later than Monday, June 2, 2025, by 3 p.m. Mountain Time. Late submissions will not be accepted.
