About the Grant
The DPI Inclusivity Measurement Programme aims to generate critical evidence on how inclusive digital public infrastructure systems are across the Global South. As governments increasingly adopt digital identity, payment, and data systems, there is a growing need to assess their real-world impact on vulnerable populations. This program supports national research teams to evaluate who benefits from these systems and who remains excluded. By combining quantitative surveys with participatory research, the initiative seeks to uncover systemic gaps and inform policy improvements. It also encourages engagement with stakeholders to integrate findings into national policy debates and strengthen inclusive digital transformation efforts.
Who can Apply?
The grant is open to research teams affiliated with universities, think tanks, or established research institutions in Low- to Upper-Middle Income Countries. Both individual institutions and consortia are eligible to apply, provided they form a unified research team. Applicants should demonstrate strong research capacity and the ability to conduct both quantitative and qualitative studies. Proposed projects must focus on existing digital public infrastructure systems operational for at least one year. Teams should be capable of adapting global research frameworks to local contexts and engaging with policymakers. Geographic representation includes regions such as Latin America, Africa, MENA, and Asia.
