About the Grant

The Climate Change Fund (CCF), established in May 2008, is designed to support Developing Member Countries (DMCs) of ADB in addressing climate change challenges. By providing financial resources, CCF helps in the transition to low-carbon, climate-resilient development. The fund plays a crucial role in aligning ADB’s operations with the goals of tackling climate change, building resilience, and enhancing environmental sustainability as part of its Strategy 2030 priorities. CCF offers financing through grants, technical assistance, and direct charges for climate-related projects. The fund supports three key focus areas: adaptation, clean energy development, and reduced emissions from deforestation and land use management (REDD+). The goal is to strengthen the capacity of DMCs to mitigate climate change, implement sustainable practices, and build disaster-resilient infrastructure. CCF’s broad support helps governments, private sectors, and communities develop innovative climate strategies, invest in mitigation and adaptation measures, and manage knowledge on climate resilience. Who can Apply?

The Climate Change Fund is available to all Developing Member Countries (DMCs) of the Asian Development Bank (ADB), including India. Eligible applicants include government agencies, private entities, and other organizations that can submit project proposals through ADB user departments. Proposals must address one or more of the following areas: adaptation to climate change, clean energy, sustainable transport, low-carbon urban development, or reducing emissions from deforestation and forest degradation. The proposals should demonstrate clear benefits for climate resilience, align with national or regional strategies, and promote low-carbon technologies. Projects that focus on knowledge development, research, and capacity-building activities are also eligible for support. Applicants must ensure that their proposals adhere to ADB’s operational procedures and environmental safeguards. The fund is committed to fostering inclusive development, ensuring that the projects promote social benefits, particularly for vulnerable populations. Proposals are reviewed by relevant working groups, including the Adaptation and Land Use Working Group and the Clean Energy Working Group. Projects are then approved based on their alignment with the fund’s priorities and their potential to contribute to climate change mitigation and resilience.

How to Apply?

To apply, submit a project proposal through ADB’s user departments to the Climate Change Steering Committee, which reviews applications in collaboration with relevant working groups.
