About the Grant

This new international funding call under the Eureka Network supports collaborative research and development projects focused on disaster resilience, response, and recovery. The grant seeks to fund initiatives that result in commercially viable products, services, or technologies addressing critical needs during and after disasters such as natural hazards, health emergencies, infrastructure failures, and technological crises. Eligible projects must aim to enhance disaster management through innovations in construction, ICT, health, water, energy, agriculture, and materials science. Prioritized areas include resilient infrastructure, digital warning systems, communication networks, mobile health services, and sustainable post-disaster waste management.

Grants support international partnerships comprising at least two independent entities from two different participating countries. Each consortium must include at least one company and ensure balanced participation. Projects must be civilian in nature, run for no longer than 36 months, and provide implementable, market-ready outcomes within two years post-completion. The typical funding range is €500,000 to €5 million, though other amounts may be considered. Country-specific support varies: Austria (up to 60% for SMEs), Chile (up to €220,000), Lithuania (€300,000), Türkiye (€500,000), Spain (min. €175,000 budget), and Belgium (25%-70% support depending on applicant type). Proposals must demonstrate innovation, relevance, and strong international collaboration.

Who can Apply?

The grant is open to civil society organizations, research institutes, academic institutions, startups, SMEs, and larger enterprises across participating Eureka Network countries. To be eligible, applicants must form a consortium that includes at least two independent entities from at least two different participating countries. One of the entities must be a company actively involved in the development or commercialization of the proposed solution. The collaboration must be civilian in nature and balanced, meaning no single partner or country may control more than 70% of the total project budget.

Each consortium should design the project to ensure all participants benefit equally in terms of knowledge gain, technology advancement, and commercialization potential. The project outcomes must be implementable within 36 months and market-ready within two years of project conclusion. The projects must focus on disaster-related challenges such as natural calamities, health emergencies, technological disruptions, or infrastructure collapses, and propose solutions with strong commercial and societal relevance.

Each country applies its own eligibility rules for funding, which may vary depending on the size and type of the applicant organization. For instance, Austria provides 60% support to SMEs, while other countries like Chile, Türkiye, Lithuania, and Spain have set maximum funding limits and co-funding requirements based on national criteria.

Applicants must form an eligible consortium and jointly prepare a detailed proposal outlining the project’s objectives, implementation plan, impact, and commercial viability. Each partner must also fulfill their national application requirements. Proposals must clearly define disaster-related goals, partner contributions, timelines, and expected results. Applications should be submitted through the national contact points of participating countries, adhering to both Eureka’s collaborative standards and country-specific funding rules.
