The Department of State’s Bureau of International Security and Nonproliferation (ISN), specifically through its Office of Cooperative Threat Reduction (CTR), focuses on addressing global threats related to the spread of advanced conventional weapons (ACW) by proliferator states. These states engage in weapon sales and procurement to extend their influence, which often destabilizes regions, promotes conflict, and builds strategic dependencies. ISN/CTR’s mission is to counteract these activities by building the capacity of international partners to resist and mitigate these threats. The program includes targeting the unchecked expansion of private military companies (PMCs) and limiting the reach of proliferator states into markets for high-tech components like microelectronics and UAV technology. ISN/CTR emphasizes sustainable collaboration with foreign governments and partners to ensure long-term resilience against the malign influence of these proliferator states.
About the Grant
This grant supports initiatives to counter the expansion of ACW proliferation networks, targeting the purchase and sale of advanced weapon systems by proliferator states. It aims to enhance the capacity of foreign partners to resist strategic defense dependencies that threaten national sovereignty and security. Additionally, the grant addresses the rise of unregulated PMCs, particularly in Africa, which proliferator states use to expand influence and exploit vulnerable regions. Eligible projects should be designed to engage stakeholders such as government officials, law enforcement, civil society, and financial watchdogs, using real-world case studies to highlight the consequences of engaging with PMCs and dependency on foreign defense procurement. The grant supports initiatives over 15 months, focusing on training and awareness-raising to achieve sustainable impacts.
Who can Apply?
Eligible applicants include U.S.-based and foreign nonprofit and nongovernmental organizations (NGOs), as well as private and public higher education institutions from the U.S. and abroad. Federally Funded Research and Development Centers (FFRDCs), U.S.-based for-profit entities, public international organizations, foreign public entities, and specific U.S. government entities are also eligible to apply. Projects targeting the activities of PMCs are eligible for countries primarily in Africa and Eastern Europe, while projects countering ACW proliferation can target countries from diverse regions worldwide, including the Americas, Europe, Asia, and Africa. Applicants must have relevant experience and demonstrate a clear understanding of the regional and global impact of proliferator states’ ACW and PMC activities.
