Samaira Policy Research Institute is an independent, non-partisan public policy centre based in Dehradun, working closely with India’s rural and urban local bodies. The institute focuses on evidence-based research, grassroots capacity building, and participatory policy education. Grounded in the belief that effective policy must emerge from lived realities, SPRI combines academic rigor with field immersion at the Panchayat level. About the Grant

The Lok Nayak Rural Fellowship 2026–27 is a year-long fellowship focused on grassroots governance and applied policy research. Inspired by Lok Nayak Jayaprakash Narayan’s ideals, the fellowship immerses young scholars in Panchayati Raj Institutions to study governance processes, participatory planning, and rural development challenges. Fellows combine intensive field immersion with structured policy research, producing actionable insights for local, state, and national policy frameworks. The programme emphasizes decentralization, inclusion, and evidence-based decision-making, aiming to build a new generation of policy practitioners deeply grounded in the realities of rural India.

Who can Apply?

Applicants must hold a Bachelor’s degree from a recognized institution; candidates from all academic disciplines are eligible. Final-year undergraduate students may apply, subject to submitting proof of graduation before the fellowship begins. The preferred age range is 21–30 years, though exceptional candidates outside this bracket may be considered. The fellowship is open to Indian citizens, with Overseas Citizens of India eligible subject to legal and fieldwork requirements. Applicants must be willing to work full-time in rural India and possess working proficiency in English; Hindi or regional language skills are a strong advantage.
