About the Grant
AFD has launched a €4 million call for proposals to support the fight against technology-facilitated gender-based violence (TFGBV) by empowering feminist civil society organizations (CSOs) in partner countries. The grant aims to support a consortium of international, national, or regional CSOs to manage and distribute this funding over a 3 to 4-year period.
The core objective is to strengthen and structure feminist organizations whose work focuses on promoting gender equality and combating TFGBV. Funded initiatives may include digital security awareness, support systems for survivors, legal aid, psychological assistance, and advocacy to influence policy frameworks. Furthermore, the grant encourages research, training, experience sharing, and capacity-building, particularly within contexts that face multidimensional inequalities such as age, disability, or minority status.
This financing mechanism will support both direct field interventions and structural needs of feminist organizations. AFD’s vision is to foster long-term, transformative societal change through the empowerment of grassroots feminist actors. Projects that demonstrate alignment with societal transformation and inclusivity are strongly encouraged. Activities funded under this initiative will contribute to fostering a safer digital space, supporting survivors, and enriching feminist research to enhance advocacy efforts.
Who can Apply?
This grant is open to a consortium of civil society organizations (CSOs), which may include international, regional, or national NGOs or CSOs operating in France’s partner countries, particularly within Africa, the Near East, and the Middle East.
Eligible consortia must demonstrate experience in managing multi-stakeholder programs, supporting feminist movements, and working in the thematic areas of gender equality, digital safety, governance, education, advocacy, or communication. Applicants should have a clear commitment to feminist values and must center gender equality as the core objective of their work in the proposed countries.
The selected consortium will not only manage the €4 million funding pool but also coordinate sub-granting to feminist CSOs, oversee technical support, facilitate knowledge exchange, and ensure the sustainability of project outcomes. The consortium is expected to carry out an initial mapping of eligible CSOs, conduct needs assessments, and ensure participatory decision-making in the allocation of funds.
Strong preference will be given to applications that involve feminist networks or alliances and demonstrate an inclusive, intersectional approach to TFGBV, integrating diverse perspectives and addressing multiple forms of marginalization. Applicants must be able to commit to a 3–4 year implementation timeline and ensure compliance with AFD’s development cooperation objectives.
