The Water Research Foundation (WRF) is a premier research organization dedicated to advancing water science to meet the changing needs of its subscribers and the broader water sector. As a 501(c)(3) nonprofit educational entity, WRF funds, manages, and publishes critical research on the technology, operation, and management of drinking water, wastewater, reuse, and stormwater systems. The organization’s mission is to ensure water quality and enhance public water services.
About the Grant
WRF seeks research proposals addressing the complexities surrounding system development fees for water and wastewater utilities in North America. These fees are charged to developers to cover the costs of infrastructure necessary for new developments, reflecting the principle that “Growth Pays for Growth.” The project aims to investigate existing methodologies, evaluate their impacts on ratepayers across various income levels, and develop a framework to help utilities make informed policy decisions. The research will emphasize customer equity and environmental justice while considering different governance structures and utility sizes.
Who can Apply?
Proposals are welcome from both U.S.-based and international entities, including educational institutions, research organizations, governmental agencies, and for-profit consultants. Eligible applicants must be committed to the project’s objectives and demonstrate the capability to conduct comprehensive research on system development fees. Additionally, WRF’s Board of Directors enforces a Timeliness Policy; researchers who have failed to adhere to project schedules on ongoing WRF-sponsored studies without approved no-cost extensions will be ineligible to participate in new proposals.

Proposals must be submitted online in PDF format. All submissions should be made before 3:00 PM Mountain Time on Thursday, November 14, 2024. To ensure a successful submission, applicants are advised not to wait until the last minute.
