Who can Apply?
The Region 3 Wetland Program Development Grants are open to a wide range of organizations with responsibilities or expertise in environmental protection. Eligible applicants include Indian Tribes, state and local governments, institutions of higher education, interstate agencies, and intertribal consortia. States, Tribes, and territories are eligible to apply under both Track One and Track Two, while interstate agencies, intertribal consortia, local governments, and state-affiliated universities may apply only under Track Two. Applicants are encouraged to align proposals with Wetland Program Plans, which are prioritized nationally by the EPA for this cycle. Proposed projects should aim to enhance capacity for wetland protection, management, or policy development. Projects may focus on scientific research, program development, regulatory improvements, or public engagement, provided they contribute to measurable outcomes in wetland conservation. Applicants must demonstrate the capacity to manage federal funds responsibly, adhere to EPA guidelines, and deliver results within one to four years.
