About the Grant
The DRL Internet Freedom Program aims to protect a free, secure, and open internet through four major funding themes: technology development to bypass censorship, enhancing digital security for vulnerable populations, advocacy against repressive internet laws, and research to counter internet freedom threats. The grant supports programs that focus on ensuring secure access to the global internet, protecting human rights defenders from digital attacks, and advocating for policy reforms that safeguard online freedoms. Key project goals include combating internet shutdowns, countering the misuse of AI in online surveillance, and promoting accountability for digital repression. By addressing these critical areas, the grant seeks to support initiatives that advance internet freedom and mitigate online threats to human rights. Successful proposals should demonstrate a strong capacity to implement programs that align with these priorities.
Who can Apply?
Eligible applicants for the DRL Internet Freedom Program include U.S.- and foreign-based NGOs, public international organizations, educational institutions, and for-profit organizations (with restrictions on profits under grants). Applicants must have experience managing similar programs and demonstrate the ability to build strong partnerships with thematic or in-country partners. DRL also encourages consortia submissions where one lead organization partners with others to implement projects. Organizations without prior experience administering federal awards may still apply but could be limited to pilot funding. Applicants should highlight their track record of working on digital security, human rights, or internet governance, with experience addressing online censorship or digital repression. Applications from organizations with diverse teams and active collaborations in target countries will be prioritized.
