About Organisation

Blue Action Fund is a German foundation focused on conserving marine and coastal biodiversity while improving livelihoods in coastal communities. Its Grant Programme supports NGOs implementing marine protected areas, Other Effective Area-Based Conservation Measures (OECMs) and sustainable livelihood initiatives in developing countries. The organisation works through competitive calls for proposals and supports projects designed to deliver measurable conservation and community outcomes. Its current portfolio spans Africa, Latin America and Asia/Pacific, with a strong emphasis on effective marine conservation and sustainable coastal development.

About the Grant

The Blue Action Fund Mangroves, Blue Carbon Markets, and 30×30 in Asia Grant supports large-scale projects combining mangrove conservation with area-based conservation and high-integrity blue carbon development. Projects should establish or improve protected areas or OECMs, conserve or restore mangroves, strengthen coastal livelihoods and develop credible pathways towards carbon crediting. The funding is intended to help reduce early-stage risks in blue carbon development while creating long-term financial mechanisms for conservation. Projects should also contribute to biodiversity protection, climate mitigation and adaptation, community participation and equitable benefit-sharing.

Who can Apply?

Eligible applicants are charitable NGOs or consortia of NGOs with proven experience in mangrove conservation/restoration, blue carbon project development and sustainable livelihoods. Projects must be implemented in India, Indonesia, the Philippines or Vietnam and cover at least 1,000 hectares of mangroves. Applicants must provide at least 25% match funding of total project costs and demonstrate relevant environmental and social management experience. Projects must have sufficient preparatory work, such as feasibility or pre-feasibility assessments, and demonstrate technical readiness for carbon development. Appropriate national-authority endorsement is also required.

How to Apply?

Applicants must complete the official Blue Action Fund Grant Application template and submit it electronically in Word or PDF format, under 5 MB. Applications should be emailed to grants@blueactionfund.org with the subject line “[your organisation] Grant Application”. The process has two stages: a competitive Grant Application stage followed by Full Proposal Development for shortlisted applicants.
