About the Grant

The French Development Agency (AFD) has announced a €4 million grant to support feminist civil society organizations (CSOs) in countries prioritized under France’s international development and solidarity policy. This initiative seeks to strengthen and structure feminist organizations working to combat Technology-Facilitated Gender-Based Violence (TFGBV). The grant will be implemented by a consortium of French, international, or national CSOs and will span 3 to 4 years.

The selected consortium will design and manage a flexible funding and capacity-building mechanism that empowers local feminist CSOs. The initiative targets organizations rooted in gender justice and social transformation, particularly those addressing intersecting inequalities based on age, disability, or minority status.

The program’s three main goals are: (1) improving digital safety and spreading knowledge to counter TFGBV, (2) providing holistic support to TFGBV survivors including legal, psychological, and technological aid, and (3) fostering knowledge production to support advocacy and legal reforms.

Support can include funding field activities, advocacy, research, training, networking, organizational development, and digital safety enhancement. The program encourages long-term engagement and resilience by prioritizing locally led, community-rooted feminist movements. The initiative emphasizes flexible funding, capacity strengthening, experience sharing, and collaboration between feminist actors and networks globally and regionally.

Who can Apply?

The grant is open to consortia of civil society organizations (CSOs)—either French, international, regional, or national—that are actively engaged in feminist advocacy, particularly in the partner countries covered by France’s international development policy. The project requires a consortium-led approach, enabling multiple organizations to collaborate and build a comprehensive strategy to combat TFGBV.

Eligible consortia must be capable of managing the full €4 million grant while designing and implementing a flexible, transparent, and inclusive funding mechanism for grassroots feminist organizations. Priority will be given to consortia that demonstrate a proven commitment to gender equality, intersectional feminism, and social transformation, especially in Africa, the Near East, and the Middle East.

Applicants should have substantial experience in coordinating large-scale development projects, providing technical capacity support, conducting advocacy, and facilitating knowledge exchange within the feminist movement. The ability to conduct needs assessments, map potential grantee organizations, and engage in participatory consultations with local stakeholders is essential.

The project emphasizes inclusive representation, so organizations that reflect diverse backgrounds, including those working with marginalized groups (such as persons with disabilities or minority communities), are strongly encouraged to apply. Each consortium should also have strong governance, monitoring, and financial management capabilities.

Interested consortia should prepare a detailed project proposal in line with AFD’s objectives and submit it before the deadline. The proposal should outline how they plan to structure funding distribution, strengthen CSOs’ capacities, and promote collaboration among feminist organizations. Applications must include a needs assessment plan, implementation framework, and impact monitoring strategy.
