About the Grant
This call seeks a partner to establish and operationalise a Project Management Unit (PMU) in Maharashtra to support the UNEP India Cooling Programme aligned with the India Cooling Action Plan. The PMU will provide programme management, technical assistance, policy support, and capacity building to advance passive cooling, thermal comfort standards, and heat-resilient urban development. Key activities include integrating sustainable cooling into building regulations, urban planning, affordable housing programmes, and climate action frameworks. The project runs until June 2028 and will support pilot interventions, financing pipelines, and scalable solutions that reduce emissions and improve equitable thermal comfort.
Who can Apply?
Applicants must be capable of setting up a multidisciplinary PMU based in Mumbai with strong expertise in sustainable buildings, passive cooling, thermal comfort, urban planning, energy modelling, policy analysis, and programme management. The partner must coordinate closely with Maharashtra state departments, urban local bodies, public agencies, and private sector stakeholders. Strong reporting and stakeholder engagement capacity is essential, along with the ability to meet UNEP and donor communication, branding, and reporting requirements. Proposals should demonstrate capacity to deploy senior technical resources as needed and deliver outputs across the seven defined work packages.
How to Apply?
Applicants must submit a proposal describing their PMU setup, staffing plan, technical expertise, work approach, and ability to deliver expected outputs. The proposal should include experience in sustainable cooling, policy support, capacity building, and stakeholder coordination. Applicants must also demonstrate reporting capability and compliance with UNEP communication and donor requirements. Submissions must follow the official instructions and be sent before the deadline.
