The Road Safety Grants Programme is overseen by the Global Road Safety Partnership (GRSP), operating under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS). GRSP is a multi-stakeholder network that brings together government agencies, civil society, and private sector allies to reduce road traffic injuries and fatalities. Rooted in the premise that road crashes are both preventable and a major public health issue, GRSP promotes evidence-based advocacy, policy reform, and robust implementation strategies—focusing on critical behavioral risk factors such as speeding, drink-driving, helmet use, seat-belt compliance, and child restraints. Since its inception, the initiative has also expanded to support interventions aimed at enhancing vehicle safety. GRSP works in low- and middle-income countries where the burden of road traffic injuries is highest, facilitating collaboration to drive legislative change, strengthen enforcement, and build safer mobility systems. Through targeted grant funding, capacity building, and advocacy support, the programme empowers national and local organizations to influence policy, drive sustainable reforms, and ultimately foster safer roads and communities.
About the Grant
Round 24 of the Road Safety Grants Programme offers competitive funding to organizations focused on achieving measurable reductions in road traffic injuries and deaths through policy reform and implementation. The grant supports evidence-based initiatives that address behavioral risk factors—such as speeding, drink-driving, helmet and seat-belt use, and child restraint laws—across eligible countries. For Mexico, there is an additional stream emphasizing vehicle safety standards and regulations. Each participating country has specific thematic priorities, including child restraint mandates and speed management reforms in India, speed limit advocacy in Argentina, safe system legislation in Bangladesh, e-bike helmet enforcement in China, and broader policy enhancements in Ethiopia, Ghana, Kenya, and others. The grant explicitly excludes funding for infrastructure projects, academic research, school-based education programs, and equipment procurement. Instead, it is designed to support advocacy and policy implementation projects with lasting systemic impact. Projects must demonstrate capacity for clear, evidence-based interventions and align with national priorities. The fund enables grantees to strengthen their advocacy efforts, influence lawmaking, and improve enforcement practices—with the aim of lasting policy reforms and measurable road safety improvements.
Who can Apply?
Applications are invited from government and non-government entities in eligible countries, including Argentina, Bangladesh, Brazil, China, Colombia, Ecuador, Ethiopia, Ghana, India, Kenya, Malaysia, Mexico, Uganda, Ukraine, and Vietnam—while vehicle safety reform applications are accepted only from Mexico. Eligible government applicants include ministries or agencies with road safety policymaking authority (excluding road police and military). Non-government applicants include civil society groups, advocacy organizations, and educational institutions with demonstrable policy-reform experience. Applicants must be legally registered entities within their respective countries, able to receive international funding, and capable of fulfilling contractual and fiscal responsibilities. Entities affiliated with alcohol, tobacco, firearms, or pornography industries are explicitly ineligible. Individuals cannot apply. New applicants must submit a concept note through the GRSP online portal; existing GRSP grantees should consult their focal-person prior to submitting a full proposal. Projects must focus on policy reform or implementation around behavioral risk factors—or vehicle safety in Mexico—and provide evidence-based, scalable solutions aligned with government priorities. Applications must be authored in English.
How to Apply?
Applicants must register and submit through GRSP’s online portal. New applicants submit a concept note; current grantees coordinate with their GRSP focal person and may submit full proposals. All submissions must be completed in English and entered via the designated application system.
Application Deadline
The deadline for Round 24 applications to be submitted is 15 September 2025 at 14:00 Central European Time (CET), after which late submissions will not be accepted.
