About Organisation

The International Council of Voluntary Agencies (ICVA) is a global network that brings together humanitarian, human rights, and development NGOs to strengthen principled and effective humanitarian action. Established in 1962, ICVA focuses on amplifying the voices of NGOs and civil society in international forums and coordinating collective advocacy on critical issues affecting humanitarian operations. Its mission includes influencing policy, improving coordination, and strengthening NGO capacity in humanitarian response. ICVA collaborates closely with local and national organizations to ensure community perspectives are reflected in global decision-making. A key priority for ICVA is promoting accountability and safeguarding affected populations, especially in complex emergency settings. Through initiatives like the PSEA Outreach Fund, ICVA enables grassroots organizations to create impactful communication and engagement strategies that promote the protection of vulnerable groups from sexual exploitation and abuse (SEA), particularly in crisis-affected communities. The organization also supports the dissemination of good practices, capacity-building, and local leadership in humanitarian protection.

About the Grant

The PSEA Outreach Fund 2025 provides rapid and targeted financial support to national and local NGOs or CSOs working in humanitarian and displacement settings. The grant supports the creation and dissemination of outreach and communication materials to prevent and address Sexual Exploitation and Abuse (SEA) by individuals affiliated with aid organizations. This funding is designed to enhance Protection from Sexual Exploitation and Abuse (PSEA) awareness and education, ensuring materials are accessible, contextually appropriate, and available to communities at risk. Projects should focus on raising awareness about SEA, community rights, complaint mechanisms, and reporting pathways. Activities may include the development of digital or print materials, radio broadcasts, community engagement events, capacity-building for stakeholders, and IEC tools that promote safe reporting and behavioral change. Emphasis is placed on practical and creative community outreach strategies that contribute to long-term protection outcomes. Funded projects will also be encouraged to engage with national PSEA networks to promote coordination and share best practices. The grant supports short-term projects lasting four to six months and aims to strengthen localized efforts in addressing SEA risks through education, empowerment, and community-centered approaches.

Who can Apply?

The PSEA Outreach Fund 2025 is open exclusively to local or national NGOs, CSOs, or NGO networks/forums operating in humanitarian or displacement settings within the eligible countries. Applicants must have a valid safeguarding or PSEA policy in place and demonstrate a history of implementing outreach and protection-related initiatives at the community level. The ability to receive and manage international funds and submit timely reports is essential. Applicants should possess proven experience in community-level communication and education efforts, especially around topics such as protection, SEA awareness, complaints and feedback mechanisms, and rights-based messaging. Projects must be contextually appropriate and focus on engaging at-risk communities through inclusive, locally-driven strategies. Proposals from organizations working in one or more of the designated countries—such as Afghanistan, Haiti, Nigeria, Sudan, Syria, and others listed—will be considered. As funding is highly competitive, only shortlisted applicants will be contacted for the next steps in the selection process.
