About Organisation

The Norwegian Agency for Development Cooperation (Norad) operates under the Norwegian Ministry of Foreign Affairs and is responsible for managing Norway’s development aid. Norad supports civil society, human rights, democracy, and governance initiatives by funding projects globally that align with Norway’s development priorities. Through thematic funding schemes, Norad strengthens local and international civil society voices, supports accountability, and responds to shrinking civic space. The Human Rights Defenders grant is one of its efforts to protect and enhance the role of defenders facing risks in many parts of the world

About the Grant

This “Open Call for Proposals: Human Rights Defenders” is a funding scheme launched by Norad, backed by the Norwegian Ministry of Foreign Affairs, to support civil society organizations working to protect and empower human rights defenders. The grant focuses on three outcome areas: (1) protection and emergency support for defenders; (2) strengthening systems and institutions; and (3) increased mobilization, visibility, and advocacy for human rights defenders.  Norad aims to fund up to 20 projects over a period of up to four years, with a total indicative budget of NOK 600 million for the period 2026–2029. This grant is part of Norway’s commitment to defending freedom of expression, civil liberties, and the space for dissent globally.

Who can Apply?

Eligible applicants include international, regional, and Norwegian civil society organisations that have experience working in human rights or civil society sectors. Applicants must implement or target their work in at least five ODA-eligible countries. Organizations should have at least five years of experience in the thematic and geographical area they propose. Priority is given to organizations having strong local presence or partnerships with local actors in regions where defenders face high risks. Proposals must comply with OECD/DAC criteria for Official Development Assistance (ODA).

How to Apply?

Submit your proposal through Norad’s Grants Portal according to the guidelines. Your application should detail the proposed activities under one or more of the outcome areas (protection, systems strengthening, advocacy), and include evidence of experience, institutional capacity, risk mitigation plans, and partnerships.
