About the Grant

The Eureka Globalstars Funding Programme supports international R&D collaborations in high-tech and sustainability sectors. This call invites proposals from organisations based in participating Eureka countries and Taiwan to undertake joint research and development projects. With a focus on high-impact areas like semiconductors, photonics, telecommunications (5G, 6G), biotechnology, circular economy, mobility, and digital health, the grant aims to stimulate innovative solutions addressing real-world challenges. Each participating country will fund its organisations according to its national guidelines and available budget.

Key funding partners include VLAIO (Belgium – Flanders), Business Finland, the Research Council of Lithuania, NCBR (Poland), DoIT (Taiwan), and RVO (Netherlands). The total funding available varies by country, with allocations ranging from €1 million to €2 million or more. The maximum funding per project under some agencies is up to €350,000 or 50% of eligible R&D costs.

The programme encourages consortia that involve at least one Eureka member country and a Taiwanese partner, promoting cross-border synergies. Projects must be civilian in nature, commercially driven, and should result in an innovative product, process, or service. The funding supports both research and development stages, depending on the nature of the project and national funding rules.

Who can Apply?

Eligibility for this grant is determined based on both general Eureka rules and specific national agency criteria. All applicants must be part of an international consortium, which must include at least one organisation from a Eureka country and one from Taiwan. The project should be aimed at developing an innovative, commercially viable product, process, or service with a civilian purpose. No single country or organisation can control more than 70% of the total project budget.
Specific national eligibility includes:

  • Belgium – Flanders VLAIO: Only Flanders-based companies can apply. Academic and research partners can join as subcontractors if essential to the project.

  • Business Finland: Open to Finnish SMEs, midcaps, large companies, and research organisations with a clear internationalisation and export plan.

  • Lithuania: Projects must be led by an SME and include a university partner. Duration can be up to 36 months.

  • Poland: Polish SMEs are required for participation. Universities and large enterprises may join, but SME presence is mandatory.

  • Taiwan (DoIT): Only companies can apply. Universities and research bodies may participate as subcontractors or with self-funding.

  • The Netherlands (RVO): Only R&D costs are eligible; companies and research institutes can receive up to 50% funding.

How to Apply?

Interested organisations must form an international consortium with eligible partners from Taiwan and a Eureka country. Applications should include a detailed R&D project proposal, budget, and commercialisation plan. Each participating partner must submit to their respective national funding body, complying with their specific guidelines. Ensure your project aligns with both Eureka and local agency objectives for innovation, collaboration, and sustainability impact.

Application Deadline

The final date to submit project proposals for the Eureka Globalstars Funding Programme is 29th August 2025, after which no further applications will be accepted.
