About the Grant

The Adaptation and Resilience Fund (A&R Fund) is a collaborative philanthropic initiative launched by ClimateWorks Foundation, supported by global partners including the Howden Foundation, Laudes Foundation, Quadrature Climate Foundation, and The Rockefeller Foundation. This fund is dedicated to accelerating solutions that enhance climate resilience in low- and middle-income countries most vulnerable to climate impacts.

The A&R Fund focuses on locally-led, innovative approaches that address the severe consequences of extreme climate hazards. In its first wave, the fund prioritizes resilience-building against extreme heat in urban areas across South Asia, Southeast Asia, and Sub-Saharan Africa. These regions are characterized by high levels of informal labor, migration pressures, and inadequate housing, making them especially exposed to climate risks.

The fund supports projects under four pillars: strengthening evidence through research and climate data systems, building institutional capacity with improved planning and infrastructure, unlocking innovative finance models such as microfinance or municipal debt instruments, and investing in civil society networks to promote locally-driven adaptation. With a total commitment of up to $9 million, the A&R Fund aims to catalyze long-term systems change, protect vulnerable communities, and create equitable pathways toward a sustainable and resilient future.

Who can Apply?

The Adaptation and Resilience Fund invites proposals from organizations and institutions working to address climate change impacts, particularly extreme heat in urban areas. Eligible applicants include city governments, civil society organizations, grassroots groups, non-profits, and coalitions that focus on community-driven solutions for resilience. Academic institutions and research organizations may also apply, especially when collaborating with local partners to generate actionable knowledge.

Applicants must demonstrate a strong commitment to locally-led action, with an emphasis on inclusion and equity. Proposals are expected to prioritize the needs of vulnerable communities, including women, informal workers, and marginalized groups, ensuring their perspectives shape decision-making processes. Projects should align with at least one of the fund’s four strategic pillars: building the evidence base, strengthening institutional capacity, unlocking innovative finance, or building the civil society ecosystem.

For RFP 1, organizations developing innovative financial tools for urban resilience — such as municipal debt swaps, microfinance solutions, or community insurance — are encouraged to apply. For RFP 2, applicants should showcase approaches that embed resilience into urban planning, policies, and budgets. Overall, applicants must demonstrate scalability, sustainability, and potential for long-term systemic impact. Collaborative and cross-sector partnerships are highly encouraged to maximize effectiveness and impact.

Applicants can apply by preparing detailed proposals in response to either RFP 1 (Innovative Finance for Urban Resilience) or RFP 2 (Strengthening Institutions and Civil Society). Proposals should highlight locally-led solutions, prioritize vulnerable communities, and align with the fund’s strategic pillars. The application process requires outlining project objectives, methodologies, expected outcomes, and long-term sustainability. Submissions must be made before the specified deadline for consideration.
