About Organisation
The GFF × CIVIC VOICES initiative brings together the Global Financing Facility and the VOICES consortium to strengthen civil society participation in health decision-making across participating African countries. The programme is implemented through partners including PATH, the African Institute for Development Policy and the Organisation of African Youth. It supports local civil society and youth-led organisations through financial assistance, advocacy training, technical support and mentorship. The initiative focuses on strengthening accountability and domestic resource mobilisation for health while increasing meaningful participation by local organisations and young people in policy processes affecting communities.
About the Grant
The GFF × CIVIC VOICES 2026 funding opportunity will provide up to US$3.35 million in total financial support across as many as 22 African countries. The programme supports local civil society, youth-led and community-based organisations forming partnerships to strengthen domestic resource mobilisation, accountability and civil society participation in health decision-making. Selected partnerships can receive support for projects lasting up to 18 months, alongside advocacy training, budget-analysis technical assistance and mentorship. The total funding pool is distributed across participating countries and does not represent one fixed grant amount for every partnership.
Who can Apply?
Eligible applicants include local civil society organisations, youth-led organisations and community-based organisations in participating African countries. Each proposed partnership must include between two and three organisations, with at least one youth-led organisation. Eligible countries include Burkina Faso, Cameroon, Central African Republic, Chad, Côte d’Ivoire, Democratic Republic of the Congo, Ethiopia, Ghana, Guinea, Kenya, Liberia, Malawi, Mali, Mozambique, Nigeria, Rwanda, Senegal, Sierra Leone, Tanzania, Uganda, Zambia and Zimbabwe. Organisations should demonstrate relevant community connections and capacity to participate in health advocacy and accountability work.

Partnerships must meet the required organisation composition and geographic eligibility criteria. Applications should be submitted according to the official instructions provided by the VOICES consortium. The programme also provides advocacy training, budget-analysis assistance and mentorship to selected partnerships.
