The Digital Freedom Fund (DFF) is a non-profit organisation dedicated to advancing human rights in digital spaces through strategic litigation. It supports the digital rights community by providing funding, legal strategy support, and opportunities for collaboration. DFF’s core focus is Europe, particularly the Council of Europe region, while also engaging activists in Latin America and Africa through its Community Programme. By supporting impactful cases across their full lifecycle, DFF helps set legal precedents that strengthen international human rights law and improve accountability in the use of technology.
About the Grant
The Digital Freedom Fund Grants support strategic litigation that advances digital rights and human rights in the context of technology and digital spaces. Funding is available for both litigation track support and pre-litigation research. Supported cases must aim for broader legal, policy, or social change beyond individual outcomes. Grants may cover activities from early legal research to multi-instance litigation and post-litigation advocacy. DFF considers a wide range of digital rights issues, including surveillance, algorithmic decision-making, data protection, net neutrality, online censorship, and discriminatory uses of technology.
Who can Apply?
Applications are open to digital rights advocates, including NGOs, public interest organisations, pro bono lawyers, and litigators working to advance digital rights in Europe. DFF also welcomes applications from organisations working at the intersection of digital rights with racial justice, gender justice, queer rights, environmental justice, migrant rights, and economic justice. Applicants must demonstrate that their proposed litigation is strategic, seeks systemic impact, and contributes to capacity-building or collaboration within the digital rights community.
How to Apply?
Applicants must apply during the open call period and complete an eligibility check followed by a full application. Proposals are reviewed by expert panels or community peer groups and approved by the DFF Board. Applications should clearly outline litigation objectives, strategy, affected communities, risks, mitigation plans, and implementation pathways for different outcomes. The full review process typically takes around three months after the deadline.
