About Organisation

The United Nations Office on Drugs and Crime (UNODC), established in 1997, is dedicated to creating a safer world by combating drugs, crime, terrorism, and corruption. Operating in over 150 countries, it builds networks of cooperation, provides reliable data and analysis, and offers technical assistance to strengthen justice systems and community resilience. UNODC trains law enforcement, judicial officers, and social workers to prevent crime and promote human rights.

The United Nations Voluntary Trust Fund for Victims of Trafficking in Persons (UNVTF) was created by the UN General Assembly in 2010 under the Global Plan of Action to Combat Trafficking in Persons. It aims to deliver essential humanitarian, legal, and financial aid to victims of human trafficking through established civil society channels. Managed by UNODC, UNVTF operates under the guidance of a five-member Board of Trustees. Since inception, it has supported over 215 civil society projects across 60 countries, directly assisting more than 100,000 victims worldwide.

About the Grant

The UNVTF 10th Cycle Small Grants Programme 2025 – Sub-grant Programme One seeks proposals from frontline civil society organisations (CSOs) in Asia-Pacific and Latin America that assist victims of human trafficking, especially women and children. Projects may run for up to 24 months and are eligible for funding of up to USD 40,000.

The programme aims to provide direct assistance, protection, and rehabilitation to trafficking victims while promoting their long-term reintegration into society. Supported activities may include emergency medical and material assistance, legal support, safe shelter, psychosocial aid, education, vocational training, and family reunification.

Priority will be given to survivor-led organisations and first-time UNVTF grant recipients. Projects integrating innovative, trauma-informed approaches, promoting financial inclusion, and addressing climate or conflict-related displacement will be highly considered. Proposals must demonstrate strong coordination with existing victim protection frameworks and partnerships with other NGOs, state institutions, and service providers.

Who can Apply?

Eligible applicants must be non-profit organisations (NGOs, CSOs, or CBOs) registered under the relevant national laws in both their home country and the project implementation country. They must have been legally registered before 1 December 2022 and possess at least two years of experience in direct assistance to victims of trafficking or vulnerable populations.

Applicants must have a valid UN Partner Portal registration, a bank account in the organisation’s name, and a demonstrated commitment to safeguarding and preventing sexual exploitation and abuse.

Preference will be given to:

  • Survivor-led organisations.

  • First-time UNVTF funding recipients.

  • Organisations providing direct victim support in line with the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons.

Projects from applicants with ongoing or incomplete UNVTF-funded programmes will not be considered until previous reporting obligations are fulfilled.

How to Apply?

Applicants must register on the UN Partner Portal, prepare a full project proposal, and submit it by email to unodc-victimsfund@un.org, titled “Application for UNVTF Grants Programme 2025.” Proposals requiring password access will not be accepted. Submissions via fax, mail, or alternate emails will be disqualified. Incomplete applications or those received after the deadline will not be considered.

Application Deadline

The deadline for submitting full project proposals is 16 November 2025, 23:59 (CET). Applications received after this time will be automatically rejected.
