The World Food Programme (WFP), in partnership with the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, is implementing the Adaptation for Resilience (ADAPT4R) project with support from the Adaptation Fund. WFP has a legacy of more than 60 years of work in India and over 130 years globally, building resilience, food security, and climate adaptation initiatives.
WFP brings together cutting-edge expertise, partnerships, and innovative tools to strengthen community-based adaptation. With its mission to end hunger and enhance resilience, WFP collaborates with governments, research institutions, and civil society to develop scalable models of sustainable agriculture and livelihood practices.
The Adaptation Fund, established under the Kyoto Protocol, finances projects and programmes that help vulnerable communities adapt to climate change. Its support for ADAPT4R reflects a shared commitment to ensuring climate justice and equitable resilience-building.
By working closely with state governments in Odisha and Tamil Nadu, WFP will deliver tailored interventions addressing the unique vulnerabilities of smallholder women farmers, helping them adapt to climate stresses while building inclusive, climate-resilient futures.
About the Grant
The ADAPT4R project (2025–2030) is a five-year initiative funded by the Adaptation Fund with an allocation of approximately USD 14 million. It focuses on strengthening the resilience of climate-vulnerable farming communities, particularly women farmers, in Nuapada, Odisha and Ramanathapuram, Tamil Nadu.
The grant supports interventions designed to reduce risks from climate change, enhance agricultural sustainability, and improve access to critical services. Activities include promoting climate-resilient agriculture, diversifying livelihoods, integrating early warning systems, and building the capacity of local institutions. By aligning with local development priorities, the program ensures strong ownership and sustainable outcomes.
In addition, the ADAPT4R project emphasizes gender empowerment by directly supporting women farmers with resources, knowledge, and training. It also fosters collaboration between research institutions, local governments, and community groups to ensure science-driven and community-centric implementation.
Through these interventions, the grant aims to enhance food security, reduce vulnerability, and establish replicable models of climate resilience that can be scaled to other regions across India and beyond.
Who can Apply?
This grant is not an open call for individuals but is implemented directly through partnerships between WFP, MoEFCC, and the respective state governments of Odisha and Tamil Nadu. Therefore, community members and organizations in targeted regions become beneficiaries of the project rather than direct applicants.
Key beneficiaries include:

Smallholder farmers, especially women, who face acute climate vulnerabilities.

Marginalized households with limited income sources and heavy dependence on rain-fed agriculture.

Community-based organizations and farmer groups that require institutional strengthening to deliver climate adaptation services.

Local government institutions responsible for agriculture, water, and environment, which receive capacity-building support.
Eligibility for participation at the community level is based on residence in project districts (Nuapada, Odisha and Ramanathapuram, Tamil Nadu), dependence on agriculture for livelihoods, and demonstrated vulnerability to climate risks. Special priority is given to women, youth, and marginalized communities to ensure inclusivity and equity.
Thus, while there is no application process for external entities, communities and stakeholders in the project locations are systematically engaged to co-design and benefit from interventions.
How to Apply?
The ADAPT4R Project is implemented through WFP and MoEFCC in partnership with the state governments of Odisha and Tamil Nadu. There is no open application process for individuals or NGOs. Instead, eligible farmers, women’s groups, and community institutions within the project districts are identified and engaged directly by implementing agencies. Participation is facilitated through local government and community mobilization efforts.
