Who can Apply?
The EIR Expansion Grants 2025 are open to a wide range of applicants working to transform education through innovative, evidence-based approaches. Eligible applicants include Local Educational Agencies (LEAs), State Educational Agencies (SEAs), the Bureau of Indian Education (BIE), and nonprofit organizations. In addition, consortia of LEAs or SEAs, as well as partnerships that include nonprofits, businesses, higher education institutions (IHEs), or educational service agencies, are eligible to apply. To qualify, applicants must propose projects that replicate and scale successful models with clear evidence of effectiveness. Programs should be designed to improve literacy and address the needs of high-need student populations. Applicants are encouraged to align with one or both of the Department’s competitive preference priorities: supporting state or Tribal leadership in education and implementing high-impact tutoring models proven to accelerate student learning. Proposals must outline strong evaluation plans to measure effectiveness and demonstrate how results can be sustained and expanded. Applicants must also ensure their projects are evidence-based, scalable, and responsive to local educational needs. By meeting these requirements, applicants contribute to advancing equity and excellence in education through impactful, research-driven solutions.
