Grants range between US$50,000 and US$250,000 annually, with accepted project durations from six to twenty-four months. The program specifically focuses on initiatives that address strategic gaps in national tobacco control policies. Funding is allocated to projects that have a high potential for measurable impact and sustainability.

This grant does not support educational outreach, agricultural projects, cessation services, prevalence surveys, or basic research studies, as these areas are addressed by other programs. Instead, the emphasis is on strategic advocacy, policy implementation, and systems-level interventions that align with national and international tobacco control strategies. This opportunity is ideal for organizations with a strong policy focus looking to accelerate tobacco regulation reforms in their respective countries.

Who can Apply?

Applications are open to both governmental and non-governmental organizations operating in eligible countries. Government entities may include national ministries, provincial and municipal departments, or affiliated institutions responsible for health or public policy. These entities must be legally registered and authorized to receive international funding and enter into binding agreements.

Eligible NGOs include civil society organizations, independent policy think tanks, advocacy groups, and universities. These organizations must demonstrate experience in strategic advocacy, policy reform, or implementation efforts in tobacco control or public health. Applicants must be legally registered and able to comply with financial and operational reporting standards required for international grants.

However, the program has strict eligibility exclusions. Individuals are not eligible to apply. In addition, any organization affiliated with the tobacco industry or those receiving direct or indirect support from entities such as PMI IMPACT or the Foundation for a Smoke-Free World will be disqualified. Furthermore, the program does not support educational initiatives, agricultural research, basic research studies, cessation services, or tobacco prevalence surveys.

Only entities with a strong background in tobacco control and the capacity to execute strategic, policy-level interventions should apply. All projects must be innovative, fill existing policy gaps, and avoid duplicating current efforts by other organizations or institutions.

How to Apply?

Interested organizations must prepare a comprehensive proposal outlining their strategic intervention, expected outcomes, timeline, and budget. All proposals should clearly demonstrate how the initiative addresses national tobacco control gaps. Applications must be submitted through the designated grant portal provided by Vital Strategies. Ensure all required documents, including proof of eligibility and compliance, are included for successful consideration.

The deadline to submit applications for the Tobacco Control Strategic Grant Program is July 31, 2025. Late submissions will not be accepted under any circumstances, so early preparation is advised.
