About the Grant
The 2026 CSO Call for Expressions of Project Intentions is an AFD funding opportunity for French and eligible locally governed civil society organisations seeking potential project co-financing for 2027. The call supports initiatives contributing to the Sustainable Development Goals, international solidarity, stronger civil society and positive outcomes for beneficiary communities. Priority can be given to projects in Least Developed Countries and countries particularly vulnerable to climate change. Areas can include climate and biodiversity, gender equality, youth participation, poverty reduction, health, education and sustainable development. This makes the opportunity relevant for NGOs seeking international development grants and climate funding.
Who can Apply?
The opportunity is open to French CSOs and eligible locally governed CSOs registered in countries included on the OECD Development Assistance Committee’s ODA eligibility list. Locally governed CSOs must satisfy AFD’s specific previous-financing requirements, including qualifying support from an AFD Group entity, eligible lead CSO or French embassy under the stated conditions. Applicants should have the organisational and financial capacity to implement their proposed projects. Projects should contribute to sustainable development, international solidarity and community outcomes. Indian NGOs may fall within the geographic scope because India is an ODA-eligible country, but applicants must satisfy the additional eligibility conditions.
How to Apply?
Eligible CSOs should prepare a project intention describing the proposed project, objectives, expected outcomes, target communities and implementation approach. Applications must be submitted through AFD’s OSCar platform using the relevant project-intention documentation. Organisations without an OSCar account were required to request account creation by 15 September 2026. Complete project intentions must be submitted online by the final deadline. Applicants should carefully review the eligibility and documentation requirements before submission.
