About Organisation

The National Rural Livelihoods Mission (NRLM) is being implemented in Assam through the Assam State Rural Livelihoods Mission Society (ASRLMS). Established on 11th November 2011 under the Society Registration Act XXI of 1860, ASRLMS functions as an autonomous body under the Panchayat & Rural Development Department, Government of Assam. The organization is dedicated to enhancing the social and economic empowerment of the rural poor in the state. It aims to reduce poverty by promoting diversified and gainful self-employment and skilled wage employment opportunities. ASRLMS facilitates the formation of self-help groups (SHGs), their federations, and community institutions to ensure sustainable livelihood options for the rural population. With an emphasis on capacity building, institutional strengthening, and inclusive financial services, ASRLMS works as a key implementing body aligned with NRLM’s vision. The society adopts a community-driven approach to development and has established a wide network of grassroots-level institutions to achieve long-term poverty alleviation. ASRLMS plays a crucial role in executing national-level schemes such as DDU-GKY and others, contributing significantly to rural transformation through skilling, job placements, and livelihood support services.

About the Grant

Assam State Rural Livelihoods Mission (ASRLM) invites applications from eligible Project Implementation Agencies (PIAs) for project execution under the DDU-GKY 2.0 scheme in Assam. The objective of this grant initiative is to enhance employment-linked skill training for rural youth. The call for proposals is specifically aimed at agencies with a Permanent Registration Number (PRN) issued by the Ministry of Rural Development (MoRD), Government of India. This initiative seeks to onboard four categories of PIAs: Captive Employers, experienced PIAs with over 50% placement records, new skilling agencies without prior DDU-GKY experience, and Start-ups recognized by the Department for Promotion of Industry and Internal Trade (DPIIT). The grant will support eligible PIAs to implement training programs aligned with the DDU-GKY framework, ensuring quality outcomes in skilling and placement. The National Institute of Rural Development and Panchayati Raj (NIRDPR) will act as the Project Appraisal Agency. Projects will be evaluated on parameters such as sector preference, geographical coverage, and budget constraints. Proposals that pass the initial screening will be invited for a comprehensive quality appraisal. Final approval lies with the State Project Approval Committee (PAC), based on alignment with state priorities and target availability.

Who can Apply?

The call for proposals under DDU-GKY 2.0 in Assam is open to a range of Project Implementation Agencies (PIAs) that meet specific eligibility requirements. Eligible entities must possess a Permanent Registration Number (PRN) issued by the Ministry of Rural Development, Government of India. PIAs must be registered under applicable Indian laws, such as the Indian Trusts Act, State Society Registration Acts, Cooperative Societies Acts (State or Multi-State), Companies Act 2013, or Limited Liability Partnership Act 2008. Federations of Self Help Groups (SHGs), such as Cluster Level or Block Level Federations, are also eligible. Government and semi-government organizations operating at the state or national levels can apply. NGOs applying must be registered with the NITI Aayog’s Darpan Portal. Apart from start-ups, applying entities must have been operational for more than three years at the time of application. The categories eligible include Captive Employers, experienced PIAs with a track record of more than 50% placement under DDU-GKY, skilling agencies with no prior DDU-GKY experience, and recognized Start-ups in skilling. Each PIA must demonstrate capacity and intent to implement skill training projects effectively in the state of Assam under the DDU-GKY framework.

How to Apply?

Interested and eligible PIAs must submit their project proposals through the Ministry of Rural Development’s online portal. A non-refundable initial screening fee of ₹25,000 is to be paid during application. Shortlisted agencies will then be required to pay ₹1,25,000 plus GST for a detailed quality appraisal conducted by NIRDPR. All submissions must be in line with the DDU-GKY guidelines.

Application Deadline

Applications must be submitted within 21 days from the date of publication of the notice. Late applications may be reviewed in future PAC meetings, subject to target availability.

The final date to apply is 21 days after the official announcement. Applications submitted beyond this deadline will only be considered based on future project targets and PAC scheduling.

Grant Amount
The exact grant amount is subject to project scope, target allocation, and sectoral requirements as determined by the State PAC. It includes support for skilling, training infrastructure, and candidate placement.
