Direct Aid Program in India
About Organisation
The Direct Aid Program (DAP) is a small grants initiative funded by the Australian Government and administered by the Australian High Commission in New Delhi, along with the Australian Consulate-Generals in Bengaluru, Chennai, Kolkata, and Mumbai. It operates in India and Bhutan, supporting community-led projects that deliver sustainable development outcomes aligned with Australia’s national interest. The program emphasises building strong partnerships between Australia and local communities, reflecting shared values in social, cultural, and developmental contexts. DAP prioritises initiatives that are clearly defined, achievable, and capable of creating long-term impact. It promotes a collaborative approach by encouraging community participation, contributions, and co-funding from other donors or stakeholders. The Australian Government places a strong focus on transparency, accountability, and compliance with applicable laws, including safeguarding vulnerable groups and adhering to child protection and safety policies. All funded projects must ensure responsible use of resources and operate in alignment with international obligations, such as the prevention of terrorism financing. By supporting grassroots initiatives, DAP aims to catalyse community development, inspire similar projects elsewhere, and strengthen bilateral relations between Australia and the participating countries through tangible, enduring results.
About the Grant
The New Delhi and Bhutan Direct Aid Program offers small grants to support developmental projects in eligible regions. The program funds initiatives that produce measurable, sustainable benefits and align with the objectives of DAP. Projects must be completed within 12 months and show clear, practical outcomes that address community needs while fostering cultural and developmental ties with Australia. Funding can be used for project-specific costs such as materials, professional services, and domestic travel directly related to implementation. However, it does not generally cover staff salaries, major asset purchases, construction, recurring administrative expenses, or activities without a clear developmental benefit. Selection favours projects with strong community ownership, co-funding contributions, and the potential to inspire similar efforts elsewhere. Successful applicants must commit to transparent reporting, maintain proper financial records, submit mid-term and final reports, and facilitate site visits by Australian officials. They must also comply with all relevant safety standards, local legislation, and child protection or safeguarding policies, especially when working with vulnerable groups. DAP aims to empower communities through projects that not only address immediate needs but also leave a lasting positive impact.
Who can Apply?
The Direct Aid Program is open to not-for-profit individuals, community groups, NGOs, and other entities involved in development activities. Eligible projects must be located in Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Ladakh, Madhya Pradesh, Punjab, Rajasthan, Uttarakhand, Uttar Pradesh, and Bhutan. Applicants must deliver projects with clear, specific, and sustainable developmental outcomes within a 12-month timeframe. India-based applicants must comply with the Foreign Contribution (Regulation) Act (FCRA) and provide FCRA registration details, along with financial audit statements for the previous two years. Applications should include a detailed, itemised budget, evidence of the applicant’s capacity to implement the project, and a plan to manage risks. Projects must align with DAP objectives, be technically feasible, and ideally involve community contributions in labour, materials, or funds. Proposals with co-funding from other donors are encouraged. The program generally does not fund staff salaries, commercial ventures, international travel, major asset purchases, or regular administrative expenses. Limited funding may be approved for renovations, consultant fees, or domestic travel if directly linked to project delivery and proportionate to the budget. Applicants must be willing to host visits by Australian officials and comply with transparency, accountability, and safeguarding policies.
