The Grassroots Research and Advocacy Movement (GRAAM) is a public policy research and advocacy organization based in Mysuru, India. Established with a vision to make development inclusive and evidence-based, GRAAM bridges the gap between grassroots realities and policy formulation. About the Fellowship
The Embark India Development Fellowship, launched by GRAAM, is an 18-month structured national program designed to prepare India’s next generation of development and governance leaders. The fellowship blends academic learning, mentorship, and immersive field experience to equip participants with the skills and mindset needed to address India’s complex socio-economic challenges.
The program includes multiple stages: a 3-day virtual policy bootcamp, followed by shortlisting and interviews, and a one-month residential training focused on governance frameworks, public administration, and policy execution. Fellows then engage in six-month field placements within central and state government institutions, working on live policy and development projects. The program culminates with a National Conclave, where fellows showcase evidence-based solutions and receive certifications.
Fellows will gain hands-on exposure to governance systems, access to expert mentors, and an opportunity to contribute to public service innovation. The fellowship aims to create a cadre of leaders who can bridge the worlds of policy and practice through informed, community-centered approaches.
Who can Apply?
The National Fellowship seeks purpose-driven individuals passionate about governance, policy, and social impact. Applicants can apply under one of three categories:

Aspiring Governance Professionals: Postgraduates or recent graduates with strong academic and internship experience in relevant disciplines.

Social Sector Catalysts: Professionals with 3+ years of experience in NGOs, development agencies, or social enterprises.

Corporate Change Agents: Professionals with 5+ years of corporate experience seeking to transition into governance and development roles.
Eligibility Criteria:

Applicants must be below 35 years of age as of 1 January 2026.

Must hold a postgraduate degree in disciplines such as public policy, governance, economics, management, law, or social sciences.

Candidates should demonstrate a strong commitment to public service, analytical thinking, and adaptability in diverse, multi-stakeholder environments.
The program encourages individuals from diverse regions and professional backgrounds to apply, promoting inclusivity and multidisciplinary perspectives in development leadership.
