About Organisation

The Bureau of International Security and Nonproliferation (ISN) within the U.S. Department of State leads efforts to prevent the spread of weapons of mass destruction (WMD) and counter proliferation activities worldwide. Working closely with partners and allies, the ISN bureau addresses complex security threats posed by state and non-state actors through programs that enhance partner nations’ capacities, reinforce sanctions, and build resilient defense measures. ISN’s Office of Cooperative Threat Reduction (ISN/CTR) specifically focuses on nonproliferation initiatives, creating tailored programs for training and technical assistance. By fostering global cooperation, ISN promotes the development of secure and stable international systems that mitigate WMD-related risks and prevent the misuse of chemical, biological, radiological, and nuclear materials.

About the Grant

The “Countering DPRK and Iran’s WMD, UAS, and Missile Proliferation” grant seeks to enhance international efforts to counter the spread of WMDs, unmanned aerial systems (UAS), and missile technology originating from the Democratic People’s Republic of Korea (DPRK) and Iran. With a focus on empowering partner nations to implement United Nations Security Council Resolutions (UNSCRs), this grant helps train and equip partners to detect, disrupt, and counter proliferation-linked activities associated with the DPRK and Iran. Funded by ISN/CTR, the program promotes the identification and prevention of sanctions evasion schemes, strengthens partner capacities, and reduces financial and logistical channels that support WMD and missile development. Through this initiative, participating countries are better positioned to address global security threats posed by these states.

Who can Apply?

Eligible applicants include U.S.-based and foreign non-profit organizations (with or without 501(c)(3) status), NGOs, and research and development centers funded by the federal government. Public international organizations, foreign public institutions, U.S.-based private, public, or state higher education institutions, foreign higher education institutions, and U.S. for-profit organizations are also welcome to apply. The grant is designed to support organizations equipped with expertise in nonproliferation, capacity-building, and counter-proliferation strategies, particularly in the fields of research, training, and sanctions implementation. These organizations must demonstrate a commitment to curbing WMD and missile proliferation through technical expertise, regional cooperation, and long-term solutions.

To apply, eligible applicants should submit a detailed proposal outlining their approach to countering DPRK and Iran’s proliferation activities. Applications should include a clear plan for capacity-building, detection, and sanctions enforcement measures.
