About the Grant

The Ministry of New and Renewable Energy has launched the second Call for Proposals (CfP) under the scheme for “Funding of Testing Facilities, Infrastructure, and Institutional Support for Standards and Regulatory Framework” as part of the National Green Hydrogen Mission. The grant seeks to strengthen India’s testing ecosystem for the Green Hydrogen value chain by establishing new testing facilities, upgrading existing infrastructure, and creating Centers of Excellence. Its objectives include validating technologies, processes, and equipment used in the production, storage, transportation, and utilization of Green Hydrogen and its derivatives. Projects must focus on ensuring safety, quality assurance, and global compliance of Green Hydrogen systems. Facilities created or upgraded under this scheme will be non-captive and open to all potential users. The funding supports up to 100% capital cost of equipment, installation, and commissioning for eligible government entities, with structured disbursements linked to milestones. Strict timelines of 18 months for new facilities and 12 months for upgrades are mandated, with limited extensions possible. Monitoring and evaluation will be overseen by the Steering Committee and Project Appraisal Committee under MNRE. This initiative aims to establish world-class testing and certification capabilities, thereby contributing to India’s self-reliance in the emerging Green Hydrogen economy.

Who can Apply?

Proposals are invited from a wide range of eligible entities aiming to establish or upgrade hydrogen testing and certification infrastructure. Eligible applicants include government organizations such as testing agencies, R&D institutions, public sector undertakings, academic institutions, and autonomous bodies that are directly engaged in scientific or technological advancement. These organizations can apply individually or in collaboration with private entities, thereby promoting public-private partnerships. In such cases, the government partner will be the applicant and eligible for financial support. The scheme allows up to 100% funding of capital costs for government entities, covering equipment, installation, and commissioning. All applicants must ensure that the proposed facilities are designed for open access, making them available to multiple users rather than serving as captive units. Projects are expected to adhere to strict implementation timelines of 18 months for new infrastructure and 12 months for upgradation, with a maximum extension of six months in exceptional cases. Applicants must also demonstrate compliance with regulatory requirements and commit to obtaining relevant approvals and accreditations. Detailed project reports, financial statements, equipment quotations, and infrastructure layouts must be submitted as part of the proposal.

How to Apply?

Interested applicants must submit a detailed project proposal including DPRs, financials, equipment quotations, and infrastructure layouts. Proposals will be reviewed by MNRE’s Project Appraisal Committee and Steering Committee for funding approval.
