About Organisation
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the regional chapter of UCLG, the global network of cities and local governments. UCLG ASPAC brings together local authorities, mayors, and city officials to collaboratively address urban challenges and shape sustainable development pathways in the Asia-Pacific region. It serves as a hub for knowledge exchange, policy advocacy, and strategic partnerships, promoting innovation, inclusivity, and effective local governance. With an expansive membership spanning countries and cities across Asia and the Pacific, UCLG ASPAC focuses on empowering local governments to meet global goals, such as the Sustainable Development Goals (SDGs). Through various congresses, forums, and competitions, it encourages cities and communities to build resilience, enhance participation, and drive people-centric development. UCLG ASPAC also actively supports initiatives that promote youth engagement, technology integration, and environmental sustainability. By fostering collaboration between municipal leaders, private innovators, and civil society, UCLG ASPAC ensures that the voices of local governments are heard in global discussions and that urban solutions are shaped by those closest to the ground. About the Grant
The 10th UCLG ASPAC Congress – Startup Pitching Competition is a flagship initiative to spotlight startups that are driving transformative urban solutions in the Asia-Pacific region. It seeks to support innovative ventures that address challenges in urban governance, sustainability, inclusivity, and economic resilience. The competition aligns with the Congress theme: “Sustainable Global Self-sufficient Cities and Regions for the Future,” and focuses on identifying impactful, scalable solutions for local governments. Startups are invited to present innovations across key areas such as smart governance, climate adaptation, circular economy, civic tech, youth innovation, and inclusive urban design. Selected finalists will receive financial prizes, visibility at the Congress, and networking opportunities with policymakers, investors, and development agencies. The initiative aims to bridge the gap between local governance and entrepreneurial ecosystems, driving collaborative development and long-term policy engagement. Finalists will benefit from sponsored travel, exhibition opportunities, and direct access to decision-makers. The broader objective is to promote startup-driven urban transformation and localise innovation in public services, sustainability, and citizen participation. This grant provides both monetary and non-monetary support to propel early- and growth-stage ventures in creating more resilient and self-sufficient urban communities across the Asia-Pacific.
Who can Apply?
The competition is open to startups, innovation teams, and early-stage ventures operating in the Asia-Pacific region. Applicants must consist of a team of 1 to 5 members and can be legally registered entities or in the process of formation. A key eligibility criterion is that preference will be given to youth-led teams, with at least one team member under the age of 35. The call is ideal for innovators offering technology or socially-driven solutions that align with urban sustainability goals, public service delivery, civic engagement, and climate resilience. Whether your focus is renewable energy, circular economy, inclusive design, or digital governance, your idea must be adaptable to the challenges faced by local governments. Only one application is permitted per team or startup. Direct staff members or affiliates of UCLG ASPAC are not eligible to participate in the competition. The initiative particularly encourages youth and female entrepreneurs to step forward with ideas that can be integrated into local policy frameworks and implemented through collaboration with member cities. The competition seeks to create meaningful impact through scalable models that align with real-world urban challenges.
How to Apply?
Interested startups can submit a proposal detailing their innovation, impact potential, and relevance to the theme. Applications should align with one or more key focus areas and showcase scalability.

All applications must be submitted before 8 August 2025. Early submissions are encouraged for full consideration.

The final date to apply for the Startup Pitching Competition is 8 August 2025. Late entries will not be accepted.
Grant Amount –
The top startup will receive USD 3,000, while the second prize winner will receive USD 1,500. Winners will also gain global visibility and networking opportunities.
